Key Highlights of EECR 2024
  • Registered Energy Managers (REM):
    Requirements for the appointment, registration, roles, and responsibilities of Registered Energy Managers for energy consumers exceeding prescribed thresholds.
  • Energy Management System (EnMS) Requirements:
    Mandatory implementation of an Energy Management System, including periodic monitoring, documentation, and continuous improvement measures.
  • Energy Efficiency & Conservation Reporting:
    Submission of annual energy reports detailing consumption data, implemented measures, and performance indicators.
  • Energy Audit Requirements:
    Prescribed frequency and scope of energy audits, including reporting formats and submission timelines.
  • Energy Intensity Label for Buildings:
    Requirements for designated buildings to obtain, display, and maintain energy intensity labels based on prescribed performance standards.
  • Minimum Energy Performance Standards (MEPS):
    Energy-using products must comply with the minimum energy performance standards and meet the required star rating before being distributed in Malaysia.
  • Registration and Fees:
    Procedures, application requirements, validity period, and prescribed fees for registration of Energy Managers, Energy Auditors, and Training Institutions.
Compliance and Enforcement

The EECR 2024 empowers the Energy Commission to monitor compliance, conduct inspections, request documentation, and impose penalties for non-compliance with regulatory requirements.
