ANNOUNCEMENT ON THE IMPLEMENTATION MECHANISM OF THE NEW STAR RATING SCHEDULE FOR AIR CONDITIONERS FOR THE PERIOD 1 JANUARY 2026 TO 31 DECEMBER 2029

As stated in the Guideline of Energy-Using Product which came into effect on 1 January 2025, a new star rating schedule for air conditioner products will apply for the period from 1 January 2026 to 31 December 2029.

Energy Using Product (Minimum Energy Performance Standard – MEPS)

1. How does EECA affect appliances currently under MEPS?

The Energy Efficiency and Conservation Act (EECA) came into effect on 1 January 2025. Under this Act, new energy-using products intended for sale in Malaysia must comply with the prescribed energy efficiency requirements.

  • Manufacturers and importers must obtain a Certificate of Energy Efficiency (COE) before distributing energy-using products in Malaysia.
  • Temporary measures for COE applications have been implemented effective 24 February 2025.

Step 1: Understanding Energy-Using Products
Determine whether your product falls under the category of an Energy-Using Product (EUP). Refer to the Guideline of Energy-Using Products for classification confirmation.

Step 2: Submit COE Application via COA Application (Certificate of Approval)
No separate COE application is required. Applicants may apply for a COE by submitting a Certificate of Approval (COA) application through the ePermit system.

Step 3: Evaluation
Once submitted, the application undergoes evaluation. Upon successful evaluation, it proceeds to the payment stage.

Step 4: Payment Notification
Applicants will receive an email requesting payment of RM 250.00 for the COE.

  • RM 30.00 – Application fee
  • RM 220.00 – Issuance fee

Step 5: Payment Process
A payment link will be provided via email. Applicants must complete required details in the Payment Gateway for accurate processing.

  • Application ID (SJT reference number)
  • Model number (must match COA application)
  • ROC number
  • Company name and address
  • Applicant email address

Step 6: COE Issuance
Upon payment verification, applicants will receive the COE, AI Label, and official payment receipt via email.

Important Notes
  • COE is issued only for products that pass energy efficiency evaluation.
  • Applicants must comply with the Guideline for Approval of Electrical Equipment 2024 to obtain COA.
  • Products previously approved under Electricity Regulations may continue using existing COA provided proper submission is made.

System Upgrade Notice:
The system is currently undergoing upgrades. Applications are processed manually, which may cause delays in COE issuance.

2. What is Energy-Using Product (EUP)?

Energy-Using Product refers to any equipment, device, or appliance that consumes energy or energy resources as specified under the Guidelines on Energy-Using Products.

3. What products are regulated as Energy-Using Products under EECA?

All electrical appliances previously covered under MEPS in the Electricity Regulations 1994 are now classified as energy-using products under the EECA. The energy-using products regulated under the EECA include:

  • Television
  • Domestic Fan
  • Refrigerator
  • Lamp
  • Air Conditioner
  • Washer
  • Rice Cooker
  • Microwave Oven
  • Freezer
  • Electric Oven

The scope of regulated products under the EECA includes domestic, commercial, and industrial products, as specified in the Guideline for Energy-Using Products.

4. What happens to the energy efficiency label under EECA?

There are no changes to the energy efficiency label following the enforcement of the EECA.

5. Will there be any changes to the star rating table under EECA?

No, there are no changes to the star rating table after the EECA is enforced.

6. Under the Guideline for the Approval of Electrical Equipment 2024 there is a requirement for MEPS also. Which one should we follow?

7. What is the validity period of a COE?

The COE is valid for 1 year from the date of approval.

8. What is the relationship between the COE and the Certificate of Approval (COA)?

The COA (Certificate of Approval) certifies that a product or appliance complies with the safety regulations outlined in the Electricity Regulations 1994.

The COE (Certificate of Energy Efficiency) confirms that a product or appliance meets the energy efficiency requirements specified in the Guidelines on Energy-Using Products, as mandated by the Energy Efficiency and Conservation Act.

9. What are the requirements and documents required to obtain COE?

Any energy-using product shall:

  • Conform to the testing methodology specified in the Guidelines on Energy-Using Products.
  • Follow the calculation of energy efficiency and energy efficiency rating as specified in the Guidelines on Energy-Using Products.
  • Meet the minimum energy performance standard as specified in the Guidelines on Energy-Using Products.

  • Energy performance testing report (as per Guidelines)
  • Assessment letter issued by SIRIM QAS
