Transition from EMEER 2008 to EECA 2024

Transition of Installation to Energy Consumer

Once the Energy Efficiency and Conservation Act (EECA) 2024 is gazetted, the Efficient Management of Electrical Energy Regulations 2008 (EMEER 2008) will be repealed together with all requirements stipulated under the regulations. Installations will no longer be subject to EMEER 2008 once the EECA 2024 is gazetted.

Under the EECA 2024, the Energy Commission (ST) will issue a notice to any person or installation that meets the energy consumption threshold of 21,600 GJ or more within 12 consecutive months. The notice will be issued at least 12 months after the EECA 2024 is gazetted, as ST requires a full 12 months of energy consumption data before determining Energy Consumer status. The earliest notice is expected to be issued from January 2026 onwards.

Although the requirement to appoint a Registered Electrical Energy Manager (REEM) under EMEER 2008 will be repealed, installations are encouraged to continue practising structured energy management as preparation for compliance under EECA 2024.

Submission of Periodic Reports via EMIS

Installations are encouraged to continue submitting six-month periodic reports via the Energy Management Information System (EMIS) for internal monitoring of energy performance and continuous improvement. This also supports monitoring of national energy savings under the National Energy Efficiency Action Plan (NEEAP), which will be reported to the Ministry of Energy Transition and Water Transformation (PETRA).

Submission of reports in 2025 is on a voluntary basis. It is not compulsory to appoint a REEM for this purpose. Installations may submit the reports directly to ST via EMIS.

Transition of REEM to REM

Registered Electrical Energy Managers (REEM) holding valid certificates under EMEER 2008 are eligible to transition to Registered Energy Managers (REM) under EECA 2024. As part of this transition, the REEM module on the Energy Commission Online System (ECOS) will be unavailable starting 15 December 2024.

Under EECA 2024, all REEMs must register as REMs to continue their professional role.

Steps for Transitioning to REM
  • Hold a valid REEM certificate.
  • Prepare required documents in PDF format: Identification Certificate (front and back), Academic or Professional Certification (Degree in Engineering, Science or Architecture preferred), REEM Certificate, and Renewal Letter (if applicable).
  • Submit the application via the official Energy Commission portal at st.gov.my/apply-rem.
  • Ensure all information is entered in CAPITAL LETTERS and exactly as per official documents. Any discrepancy or typo may result in rejection of the transition application.
